DESCRIPTION:Ms. Zhang Xiaoyan\, Vice President\, China Center for Information Industry Development (CCID)\, a leading governmental think tank affiliated to the Chinese Ministry of Industry and Information Technology (MIIT) on the theme of: \nUnderstanding China’s evolving approach and priorities in industrial policymaking in the quest of a “modern industrial system” (现代化产业体系) \nJoin our upcoming webinar with Ms. Zhang Xiaoyan\, Vice President\, China Center for Information Industry Development (CCID)\, a leading governmental think tank affiliated to the Chinese Ministry of Industry and Information Technology (MIIT). \nThe “New-quality Productive Forces” (NQPF) are China’s next-level industrial policy ambition and are nowadays pursued against the geopolitical context of hardening EU-China trade and investment relations as well as further deepening US-China technological competition. \nThis webinar is taking place as part of the 5th edition of the CMG-hosted “Staying in Dialogue with China” webinar series. \nKey questions we will cover: \n\nwhat is the “NQPF” framework and how was it defined?\nhow do policy instruments differ for “traditional”\, “emerging” and “future” industries?\nwhat does the new industrial policy principle of “adapting to local conditions” (因地制宜) mean in practice?\nhow are China’s elevated security interests (re-)shaping its industrial policymaking?\nhow non-discriminatory is Chinese industrial policymaking towards foreign business in China?\nhow does industrial policymaking interrelate with key S&T-innovation policy mechanisms (e.g. “New system for mobilizing resource nationwide” (“新型举国体制) or the “Industry-university-research integration”(产学研协同))?\nhow does today’s industrial policy implementation interrelate with the “anti-involution” campaign?\n\nThis webinar will be moderated by Markus Herrmann Chen\, Co-Founder and Managing Director of CMG. Take the opportunity to listen in and ask your questions to Ms. Zhang Xiaoyan. \nAbout Ms. Zhang Xiaoyan  \nMs. Zhang Xiaoyan holds a Master’s degree from the School of Translation and Interpretation\, Beijing Foreign Studies University. She previously served as Director of the International Cooperation Department\, Ministry of Industry and Information Technology (MIIT) of China\, responsible for bilateral and regional industrial cooperation between China and ASEAN\, Europe\, the US\, etc. \nMs. Zhang is currently the Vice President of China Center for Information Industry Development (CCID / 中国电子信息产业发展研究院)\, a leading governmental think tank affiliated (事业单位) to the Chinese Ministry of Industry and Information Technology (MIIT). Her major focuses include industrial economics\, industrial technological innovation\, SMEs\, and international cooperation. She serves as the lead expert for multiple national and international programmes\, including the Internationalization of China’s Manufacturing Industry\, Digital Transformation of SMEs\, and the Network of the Partnership on New Industrial Revolution under the Framework of the Global Development Initiative (GDI-PartNIR Network). She is also the Editor-in-Chief of the annual Blue Paper on the Development of SMEs in China. \nMs. Zhang was invited to speak at international forums including the Multilateral Industrial Policy Forum (MIPF) hosted by the United Nations Industrial Development Organization (UNIDO) in 2023 and 2024\, and the WTO Dialogue on Industrial Policy in 2025. \nRegister
